Old testament

(Exodus 4:1 [KJV]) And Moses answered and said, But, behold, they will not believe me, nor hearken unto my voice: for they will say, The LORD hath not appeared unto thee.

The first occurrence of the word believer we find in Ex 4:1. We see that it is someone that believes Moses. But a believer in the new testament is someone that believes in Jesus Christ.

John 5:46 For had ye believed Moses, ye would have believed me: for he wrote of me.

We see that there is a connection between believing Moses and believing Jesus Christ. But it doesn't say though that those who didnt believe Moses cant come to faith in Jesus. It just says that if they had believed Moses they would have believed in Jesus. There is a difference. So you can come to faith in Jesus Christ without first having believed Moses.

New testament

(John 11:25-26 [KJV])
 [25] Jesus said unto her, I am the resurrection, and the life: he that believeth in me, though he were dead, yet shall he live:
 [26] And whosoever liveth and believeth in me shall never die. Believest thou this?
(John 3:14-18 [KJV])
 [14] And as Moses lifted up the serpent in the wilderness, even so must the Son of man be lifted up:
 [15] That whosoever believeth in him should not perish, but have eternal life.
 [16] For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
 [17] For God sent not his Son into the world to condemn the world; but that the world through him might be saved.
 [18] He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.

 [1] Whosoever believeth that Jesus is the Christ is born of God: and every one that loveth him that begat loveth him also that is begotten of him.
 [2] By this we know that we love the children of God, when we love God, and keep his commandments.
 [3] For this is the love of God, that we keep his commandments: and his commandments are not grievous.
 [4] For whatsoever is born of God overcometh the world: and this is the victory that overcometh the world, even our faith.
 [5] Who is he that overcometh the world, but he that believeth that Jesus is the Son of God?

A believer is someone that believes in Jesus Christ.
